BIOGRAPHY
Professor Kelvin Leong has published peer-reviewed journal papers, encyclopaedia entries, book chapters and conference papers on different fields including Accounting, Criminology, Computer Sciences, Education, Engineering and Management. He had also been invited to serve as guest expert reviewer for several reputable journals, including International Journal of Information Technology and Decision Making, IEEE Transactions on Knowledge and Data Engineering, International Journal of Human-Computer Interaction, Journal of Small Business and Enterprise Development, Journal of Work-Applied Management and Higher Education, Skills and Work-Based Learning, etc. Kelvin received Emerald Publishing’s outstanding reviewer award 2020 for his contribution to the Journal of Work-Applied Management.
He began his academic career in 2007 as a Lecturer at The Hong Kong Polytechnic University (PolyU). In 2013, he joined Glyndwr University in Wales, UK, as a Senior Lecturer and was promoted to Principal Lecturer and Professional Lead in Finance in 2016. During his tenure at Glyndwr University, he achieved several key milestones, including serving as the academic link for the university’s first international bilingual program in Hong Kong, where he played a pivotal role in securing local accreditation and meeting quality assurance standards—contributions that were highlighted as a positive feature in the QAA report published in 2018. He also led the development and launch of the UK’s first undergraduate degree in Financial Technology (FinTech), a pioneering program that was recognized in a Welsh Government report and cited by international media such as The Asian Banker and Computer Weekly. Additionally, he delivered presentations on FinTech both locally and internationally, and led the Finance subject area to national recognition, achieving the top ranking in the UK for Learning Opportunities (NSS 2017) and first place in Wales for Teaching (NSS 2018).
Beyond Chester, Kelvin was the Chair of the External Evaluation Committee (EEC) for the evaluation Committee for the MSc in Financial Technology at Neapolis University Paphos in Cyprus (June 2019), Publicity Co-Chair of the 21st IEEE / ACIS International Conference on Software Engineering, Artificial Intelligence, Networking and Parallel / Distributed Computing (SNPD 2020) in Australia, External Examiner for MSc in Financial Technology at Edinburgh Napier University in Scotland, UK (2019). Since 2019, he is serving as the External Examiner for the BA (International Business) jointly offered by University of Wales Trinity Saint David, UK and Alfred Nobel University in Dnipro, Ukraine. Since 2025, he has been appointed as a member of the European Science Foundation (ESF) College of Expert Reviewers.
Kelvin has solid international commercial experience. Before joining the academia, he worked as a Business Analyst under the Honeywell group. He has a weekly column at the Hong Kong Commercial Daily (HKCD). The paper had a circulation of around 300,000 per day. He is a Fellow Chartered Accountant in the U.K. (ICAEW), a Fellow of the Royal Anthropological Institute of Great Britain and Ireland and a member of the Institute of Electrical and Electronics Engineers.
